[SA] Wind Farm Mod

Mod that adds a wind farm near Fort Carson in GTA San Andreas. 

There are several wind turbines that rotate with the wind in a natural way.

The chosen location is inspired by the real location of California and GTA V. These turbines existed even in 1992, so the mod is lore friendly.

The highlight is on the wind: wind system is a realistic simulation of gradient noise (perlin from CLEO+ ) that moves globally in a 2D plane, as shown in the video. If you pay attention, you will see the same mass of wind moving from one turbine to the next. The solution is the same used by modern games, and also considers the in-game wind (used on trees) to vary by day and weather.
