You can only repaint civilian cars from vanilla and supported mods.

How to paint
First you need to learn this. Read the magazine "Avtostyle": issue 1 will teach you how to paint a car, issue 2 - tinting.
Mechanical skill (and any other) is not important.

The next steps are:

• Wash your car if it's dirty.
• Remove all windows from the car.
• Remove old paint along with rust. Requires a metal brush.
• Prime the car: prepare the surface for the new paint. Requires Automotive Primer Spray.
• Paint Your Wheelbarrow! There are two options:
• Using ready-to-apply spray paint - 25 matched colors. Find the HSV Automotive Paint Catalog - can help you find the right color without wasting paint;
• Mix your unique color.
• To do this, you need white auto paint and colors (there are 7 of them in total, but you can paint them pure white without them), and, of course, an Airbrush (requires a battery) for applying paint. Find the HSV Tinting Catalog of Automotive Paints - it has examples of color proportions for obtaining some colors.

At each step (except for washing) personal protective equipment is required. Any of the following:

• Respirator and Goggles;
• Mask;
• Nuclear biochemical mask.

About paint
One can of aerosol contains 10 units of paint. The larger the machine, the more paint is needed: from 21 (2.1 cans) to 45 units (4.5 cans).
One jar of color contains 100 dye units. When tinting, you can use no more than 100 units of each color. You can get the same color by mixing different colors in different proportions.

About item spawns
Spray paint and colors mostly appear in boxes: open them to get up to 4 spray cans of the same color or up to 8 colors (6 color and 2 black). There is a chance that all cans/jars will be full.
