Adds working night vision goggles. B41 IWBUMS compatible.

• Item weight 0.7. Equipped weight 0.21.
• Item weight (with battery) 1.2. Equipped weight 0.36.
• Battery powered: three game hours per full battery.
• Adjustable power level (brightness), affects battery consumption rate.
• Adds head wear overrides. Clothing in head slot can be equipped.
• Adds loot table entries - (semi-rare)
• 1 in 10,000 chance in counters - giftstore, departmentstore, electronicstore.
• 1 in 1,000 chance in metal_shelves - police storage.
• Random chance for newly spawned item to have battery inside (40%).
• Spawned battery has random charge amount (0-100%).
• Uses PZ's translation data for all text except item name.
