Mod Degradation

Simple mods that adds item quality and degradation to mod, the player flashlight and the NV goggles.
Now mods will break after a certain amount of uses. Gun mods will degrade with each shot. Melee and tool mods will degrade with each hit.
Magazine mods won't degrade with use. Instead, better quality magazines will increase max ammo slightly more.
Flashlight mods, laser sights, the player flashlight and the NV goggles will degrade while used. When discharged, they can be repaired with a battery. Batteries can be found in loot or bought at the traders.
Items that use batteries will require one to be crafted.
Better quality mods will have more durability. Crafting mod quality will increase with the "Advanced Engineering" perk.
Requires Easy Anti Cheat to be turned off.
