Snake Oil Get You High FPS

1. Download Mod then Unzip Contents of .Zip to
%AppData\Local\Hogwarts Legacy\Saved\Config\WindowsNoEditor

2. Right click on Engine.ini and select Properties.
At the bottom where it says attributes
check box ReadOnly if it's not already checkboxed.

3. Right click on Scalability.ini and select Properties.
At the bottom where it says attributes
check box ReadOnly if it's not already checkboxed.

This will ensure Engine.ini and Scalability.ini are read only

I suspect the game is looking into appdata and it's slowing our
game performance down. Revert back to the old times
of sanity and copy your "Saved" folder to the local game folder.

I am literally getting twice as much performance with ultra settings
than I was with high settings. I think it's because the game is pulling config settings
locally. I do understand that the game requires appdata folder to be present.
but there's some sort of snake oil trick to having a copy of the same 
"Saved" folder that you keep in appdata mirrored in your steam game folder.

I can run in and out of the castle with virtually no load time.
It's seamless now.

Sharing this method of FPS increase immediately
