TAZ 3.0 is out now as an unfinished beta version, it's playable as it is, but it still have a bunch of things to fix and a select few guns left untouched. This release can also serve as a modder's resource package.

Addon for dynamic relationships that removes some limitations, like stalkers and freedom/duty can't become friends.
